From Center City Philadelphia, take the SEPTA Broad Street Line to Erie Station. Then transfer to the Route 23 bus towards Germantown and get off at Rising Sun Avenue. The ice cream shop is a short walk from the bus stop.
If driving, take North Broad Street north to Rising Sun Avenue and turn left. Limited street parking is available nearby or there is a parking lot across the street from the ice cream parlor.
